Question : My Tiara's steering knocks every time I turn it. Why? Which workshop is qualified to fix it?

Answer : Is the steering knocking or is there a knocking sound as you accelerate while turning? If it is just knocking, then all you may need to do is adjust the steering's free play, but I think your problem is with wear in the constant velocity joints of the drive shaft which gives a clicking noise. If that is the case, you will need to replace the CV joints.
